How do you figure out efficiency of an organization?

By figuring out, efficiency of managers in an organization, we may be able to figure out efficiency of the organization. To identify efficiency of a manager, we need to identify efficiency of their projects and then people who worked on those projects, see formulas below.

Person Efficiency
 pe = (100 / 24 hours) × hours spent on a project

Project Quality Efficiency
 pqe = (100 / total hours required) * actual hours spent

Project Time Efficiency
 pte = (100 x  hours required to complete the project) / actual time in hours taken

Project Overall Efficiency
 poe = (50 / 100 * pqe) + (50 / 100 * pte)

Manager Efficiency
 me = 100 / (number of projects * 100) * (all projects' poe)

Organization Efficiency
 oe = 100 / (number of managers * 100) * (sum of all managers' me)

Efficiency is calculated in percentage.
